The VA uses the Combined Ratings Table (VARTC) and a concept called "whole person" efficiency to calculate your combined rating. This is why 50% + 50% does not equal 100% in VA Math. Instead, the VA calculates how much each disability affects your remaining "whole person" efficiency.

For example, if you have a 50% rating, the VA considers you 50% disabled and 50% "whole." A second 50% rating is then applied to your remaining 50% efficiency, which equals 25%, resulting in a combined rating of 75% (rounded to 80%).

The bilateral factor provides a 10% boost to your rating if you have service-connected disabilities affecting paired limbs (both arms, both legs) or paired skeletal muscles. This additional benefit recognizes the increased impact of having disabilities on both sides of your body.

When does the bilateral factor apply? It applies when you have separate ratings for paired body parts like arms, legs, eyes, ears, kidneys, or paired skeletal muscles. The bilateral factor is calculated first, then combined with any other non-bilateral disabilities.
